Understanding Local Ranking Method for Reputation Management

    I have a client wanting help getting a very high authority link out of Google and I'm not entirely sure what to quote him until I have a strong grasp on what it will take to resolve the problem. I'm hoping I can get some solid advice here that is more than "hire me" or something of that nature.

    Here is the situation.

    Client has a state supreme court pdf case file showing up in the following circumstances:
    Searching his name while in his city.
    Searching his name and city or state from anywhere, i.e John Doe Frankfurt or John Doe Michigan

    Now, the pdf is served from a state gov site with a DA of 83 and PA of 76 Spam Score of 2

    Now, lets say you are in his office in his city and search for his name, the rankings are:
    #1. His business website
    #2. Same business website/subpage
    #3. Same business site/dif subpage
    #4. Linkedin Profile
    #5. Facebook Profile
    #6. Facebook business profile
    #7. PROBLEM GOV PDF
    #8. Business website owned by him but different business site
    #9. His youtube channel
    #10. Site featuring his business
    #11. His twitter profile
    #12. Industry site featuring his business profile

    He has quite a few articles about him online from various websites, some higher authority and other assorted profiles as well as a Linkedin PDF I created sitting on page 2 of Google. There is stuff to work with.

    Now, with most other sites, I'd have likely crushed this already, however, with Penguin 4.0 and how it treats less than optimal links by reducing their values and such, I am trying to figure out the best way of getting that PDF down and everything else up.

    I thought about getting some backlinks/web2.0/social signal packages using some of the various social profiles and seeing if that helps but in my efforts so far, running backlinks to Twitter, Facebook etc has made everything dance around the PDF but not push it down, which is the puzzling aspect to this.

    Has anyone dealt with a similar situation before? I'm not at all opposed to outsourcing services that are likely to work but I need to wrap my head around the process and why.

    Why do his websites out rank the PDF with no problem with no SEO, yet news articles with much higher authority rank under it? This basically tells me that citations focused on him locally may be best. I ran some links to (T2 and T3) and made his twitter account more active which resulted in a temp increase above the PDF but it pushed things that were above the PDF, below it instead of just pushing the PDF down.

    See where I'm going with this puzzling situation?

    I'm really interested in some insight and advice on this. This pdf is almost becoming a passion project at this point.
