Understanding CPA gateways for monetization

I just recently discovered the existence of CPA gateways; where site visitors are forced to fill out an offer before viewing site's content.

What is not clear to me what value the CPA gateway adds to the equation.

What is the role of the CPA gateway network?
A)CPA gateway networks are just like Azoogleads.com in that merchants contract with the CPA network to run their affiliate program.

B)CPA gateway networks are just a middle man offering CPA offers for which any webmaster could independently apply for and thereby cut the CPA gateway out of the loop. If this is the case then the CPA gateway network is not offering enough value, for me, since I am pretty sure I could buy or create my own gateway script.

If A) from above is correct; then can I assume that the merchants of the CPA gateway networks are know and give their blessing to their offers being incentives?.

How does this compare to adsense in earnings?

Thanks for the response; however when I asked if a CPA gateway network was like azooglead, I did not mean in terms of how traffic was monetized.

I meant in terms of the CPA gateways network relationship between the webmaster/publisher and the merchant. Azoogleads benefits the webmaster/publisher by keeping track of conversion and creating a one stop place to find offers to monetize. The merchant gets a way to gain affiliates to increase sales.

Are CPA gateway networks play the same role between webmaster/publisher and merchants?

If the answer is yes than I can see the value. If the answer is no then the CPA gateway network is getting paid for simply providing webmaster/publishers a glorified cock blocking script .

If that is the case then I don't see the value in using CPA gateway network since gateway scripts are readily available.

Azoogle, Neverblue, and other bigger CPA networks don't have gateway content lockers afaik. The ones that do are the strictly incentive networks like cpa l ead, perfect tracking, etc. So they already know it's for incentive. Of course BHCB and progs like that throw a curve ball into the mix.
