Under negative SEO attack, should I use google disvow tool?

My website is under negative seo attack (a lot of spma and low quality links).
My position hasn't dropped yet.
Should I use the google disvow link tool already, in order to counter this attack?

You can use but dont remove all your spam links. Just remove few of them.

If you know for certain that those links are harming your site, then using the disavow links tool would seem like a logical course of action. Have you considered contacting the webmasters on the domains where the links are coming from. This could make things happen faster for you as google will take a while to remove the links from counting against you.

Hi guys is there any tool that one can get/use to check links which google does not consider acceptable ? then create a report and submit on webmaster for the links to be removed?
