If verification keeps failing, just contact FB support. In the meantime, run ads on another account so you don’t lose time

Sometimes FB system glitches try different docs or devices but if it keeps failing only support can fix it
 
I have had this error before, please remove the card and add it again 2-3 times

This usually happens when Facebook detects unusual activity on the account.
 
It's not just verifying your account, Facebook has disabled your account, you can only appeal the account. But I wonder what Facebook asks you to verify when you click on verify account. Can you share more?
