Unable to start a twitter ad?

I'm getting this error when im trying to start a campaign:
Hmmm… something went wrong. Please try again. (trace: 0094863b00f505f5)
Your account is currently not authorized to target this location.

No idea what it means. The error is located at the targeting section. But not even deleting every location im targeting helps to get rid of the error.

I am running it from the Netherlands which is a verified country by twitter to run ads from :l

May be they are changing something about Geo targeting (in their TOS), who knows, this shit is getting out of hand in social medias lately.
