Unable to create Business Manager

Same thing is happening to me as OP.
I have a new personal account that I've warmed up for a few days. It's not a purchased aged account. Just one I created at the public library. Yes, they disabled my original personal account a few weeks ago (for reason unknown). So I was forced to create a new one.
When I go to create business manager. The form does nothing. The submit button goes transparent for a few seconds and then back to opaque. Does nothing.
Are they stopping new accounts from being created? I've done everything possible to create the new personal without connection to the disabled account. I don't think it's that. My last thought is that the warm-up period needs to be longer....But OP said he's been dealing with this for 10+ days.
Anyone know anything new? Much appreciated!!

My guess is they're limiting BM privileges for new accounts.

I can't create BMs either I was using purchased aged accounts. none of them creates BM anymore!! What should I do?? I need BMs to run my business

Facebook seems to have hardened there anti fraud protection for BM's. We had big problems too with creating new ones, and even with creating FB accounts.
But it now seems like we found a stable way, with a VM setup + premium DNS sockets. If theres no BM creation possible we just use the personal Ad account.
If you don't set your budget too high, it should be relative stable.
