Unable to check htaccess file. Ensure it's readable.

Hey guys. I tried accessing one of my sites today, and this is the error message I get:

Permission denied: /home/my-user-name/public_html/.htaccess pcfg_openfile: unable to check htaccess file, ensure it is readable

Furthermore, when I try and access public_html, it returns an error.

Additionally, I get the following message when I try to access the website:

Forbidden

You don't have permission to access / on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

Have I been banned from my webhost?

Or maybe I've been hacked?

just adjust a chmod on this file to 755

I can't even enter the /public_html folder.
