It's easy, yeah. You must have been living in UK for minimum 5 years. Not easy for a foreigner in EU. Hard enough for a foreigner Out-of-EU.
For example some people create accs using pp.co.uk and they get UK PP acc that can't be verified with UK bank acc (when they must go there manually and open a bank acc, not every bank will allow this tho) so easy. VCC is easy.
If you're British - change your ID/Passport/Driving license, get a new one. Then provide it to them. If you have already provide your current ID to your previous banuted PP acc.
