Newspaper classifieds, Postal mails, Flyers,marketing executive hiring are my considerations.
Please let me know which one will have a good impact as i mentioned my services are web development and SEO

Yuo can hire telemarketing firms and pay by referral or cut a deal that way.

Or go to freelancing sites, hire sales people to do cold calling and by them commission based. Don't let the clients come to you, you go to them and make that sale.
