I know this might seem like a silly question but....
I wanted to know if you have a high pr blog network that consists of .co.uk domains will it be able to rank american sites in us serps or only uk sites in uk serps?

you can rank uk sites with ru or any other domains, it doesn't matter

Yes, a link is a link and the TLDs isn't what's the most important part of trying to rank a .com. Just take a look at Sape and all the .RU links that are ranking .com's.

Make sure the links are of good quality, and start getting those links.

It doesnt matter. You can rank any site with .co.uk TLD.
