You can still build all kind of links. But for tier 1 I would limit myself to guest post, PBN (real PBN not some crap), social signals and maybe some high quality Web 2.0,

biuld HQ backlinks, DO-FOLLOW and NOFOLLOW, diversify them, i don't know if you can control them to be 50%-50% but at least you can do both types. Also use forums because they are great for rankings, but do not spam because you will get banned. just post quality threads.
