I have a channel for shorts but I want to create another page for longer videos ( same account) different subject are the followers views etc combined towards get monetised ?

It will be treated as separate channel. And you need to meet criteria is both different . There is nothing like page on YouTube.
 
No subscribers will not be combined. You have to reach 1000 subscribers in each channel.
 
no is a different channel, you will have to start from scratch and apply for monetization but you can move traffic from one channel to another one just telling your subscribers to check also your secondary channel.
