1) If my website gets penalized by google, do i get notified in Webmaster Tools?

2) Is it true Article Marketing and Social Bookmarking is outdated and no longer works?

1) No, not necessarily. I have had sites penalized, and never saw anything in webmaster tools.

2) No. If done correctly, both are still very effective.

make your website great looking and do not BH to your website, slit it to 50% WH and 50% BH, this way I am sure that you will never get penalized. Of course it depends what techniques do you use...
