Two noob shoutout questions - help the noob!

Forgive me, if these are a bit noob-like. I have a business that needs to target New York City residents.

1. I got a response from a potential shoutout that mentioned two options a regular shoutout and one with "picture-post related". What is the difference? I thought a shoutout would be a picture?

2. Any advice for screening potential shoutouts by location?

A 'shoutout' is whatever the owner will provide to you on their feed.

This would be thoughts.

regular shoutout - They will only mention your '@acc' and maybe some description.
picture-post - You provide a photo to them and they will post on their feed along with mentioning your '@acc'
