the PR of the site is 1
google webmaster says that indexes 11 pages of the 23 sent in the sitemap

I do not understand, the subdomain is indexed in google, the page is cached since 6 October.

See if the site has errors, I recently had this problem too. You can find it easily at webmaster tools. Fix them and try to backlink it. If you have robots.txt unreachables, timeouts or anything with crawl error, you might have hosting problem. I'd suggest you move the domain to another host.
