when i enable two factor authentication for facebook account. All accounts display the above message.
Do you know how to overcome error like this?
I would be happy to pay a fee to get this done.

That is normal, you can use that FB account to interact 24-72 hours to change the information. but maybe change the contact information first just to be safe

Please contact Facebook support team and they will help you solve the problem
 
if you bought the account wait for it or contact customer support or log in using the same device but your best shoot is support.
 
You should wait for some Time. Facebook usually requires you to use a new device for a while before allowing security changes to be made, you can wait a few days and try again.
 
Please log in and use 1 device regularly, besides you can contact Facebook support team
