Twitters policy on warez ?

So what is up with twitter's policy on people promoting warez? In the past when I've done it I would get banned real fast but I've seen some accounts that are several years old that have been using twitter to promote warez. I was promoting the link directly while the old accounts I've seen were posting a link to a post on their website that had the warez links. Is the key just promoting warez indirectly or is it a hit and miss and I would need many accounts to do it properly?
