Until you have 2,000 followers, you can only follow 2,000 people. After that you're limited to following 10% more than you have following you. That is the last rule I have heard and that is what I seem to be going through with one of my accounts.
Also watch out for some of the auto-follow back features, a lot of times the people just follow you to get the followers and then dump you as a person they are following, then you are still following them. If you have the stop following people that stop following you feature - Use it!

Twitter has gotten really strict lately, if they have any hint you are spamming, they will cancel your account...regardsless of how many people you may or may not be following

I recently reached 2100+ followers and m following around 2200 users and i m not able to follow anyone else... so this can give u an idea how sticky they have become....
but this surely sucks....
follow no more than 100 users per day and that should be fine

try safeunfollow.com, its still in BETA but i have had some good luck with it, and havent been banned yet.

Twitter Karma not work for me anymore. Switched to huitter, now. All my accounts have 1500-2000 followers. For me is safe to add 500 friends daily for each account.

Good luck with twitter,they are acting finicky, like closing accounts for no reason, mostly by mistake.
but as you know creativity can get you around their strictness, i'm going to keep trying anyway!
I usually follow no more than 100 per day without any problems but it's really based on how many followers you have, if you have less than 2000 followers, follow 100 or less is good but the more followers you have the more your increase will be.

You can follow up to 5,000 accounts. Once you reach that number, you may need to wait until your account has more followers before you can follow additional accounts.
