Imagine you had a twitter name called BestTwitterAcct

It gets suspended...

When can I make a new account with that name?

Why not try something similar instead of the exact same name?

If you create the acc with exact same name, even if you are allowed, you tie your fresh account to the banned one, so you could run into problems witht the fresh account as well.

The simple answer which you are looking for is never.
