It's just a simple flashing trend, keep posting until one gets noticed. Not always the post like this would get pushed to the top.

Do you mean that after posting, it will appear at the top of the search results when searching for your username from another account?

There’s no reliable “method” that can force any post to the top on Twitter anymore. The algorithm is much more behavior-driven now, and artificial boosting tactics are detected far more aggressively.

You've gotta post high quality content and do so consistently. Also you need proper hashtags so the algorithm can categorize your content and people can find you based on that. One last thing is, post things that catch your audience's eyeballs in the first 3 seconds... and their engagement with your content will make it skyrocket and go viral.
