I am not sure about the complaints part.But from my experience.You will receive some spam messages but not a lot of them from just following/unfollowing people.

Would it be safe to use some sort of bot for this on my personal account? I used to use a custom one using yahoo pipes but that was a long time ago.

I have used a post liking method as well. Just like a lot of different people's tweets and they will see a notification and some of them will check out your profile as well and return the favor and will also follow you.
