Twitter rising viral tweets

Hello all, I am just curious is their any Twitter software that shows you rising tweets that are about to go viral?

I know vidiq has this feature on YouTube and i saw something on Twitter that caught my eye and made me believe a software like this is available on there too.

Any input would be greatly appreciated.
