Twitter question about direct messages

If I send a direct message to someone who is not following me will they get my message? In the public time line over at Twitter someone said that they were looking for a job and I wanted to help them.
 
Actually, it was a reply. Not a direct message.
 
Duno, these guys are pretty Anal and aren't even ad powered.
 
Yes -- it *should* get to them. The sytem is desinged to send it to them -- but with all the current Twitter issues it is suspect.

For instance Twitter reverted a large % of their user base back to old pictures last week.
 
They can get your replies but not working for DM, you'd get a message if you DM people who are not following you.
 
if you dm someone and your account gets banned, can they still read your message and is the link still live?

If your account is banned you DM will *not* be accessible -- and therefore your link will *not* be valid.

Not sure what happens if they reinstate your account, i.e. if older queued messages go through or not.
