I think it really boils down to follow/unfollow activity per day/week rather than a specific number and you'll be suspended. As jojoblue demonstrated if you have the right strategy you can still stay outside of twitters banning radar
 
I have been doing follow unfollow in many accounts same in the same day without any problems. I first unfollow 1000 then folllow 990 (to prevent me from reaching the limitation message), not sure if that last step helps me but I have done this everyday for months.
 
out of interest, if you unfollow 68k, how many friends/followers do you already have on that account?
 
Twitter has really tightened up - will suspend if you change account name and start following more than 50 or so -- i have 25 accounts - use tweet adder -
 
i followed 16,000 in one day before they patched it, and i haven't got suspended...i follow 2,000 per day no problem and hit limits everyday
 
I'm not sure if there's a follow limit on Twitter, I've only followed a few.
