Twitter New Follower Auto Mentioner Bot

I need a bot for twitter that will auto mention/tweet new followers. I need the tool to have settings that control the amount of times an account will tweet, and the time interval of how often they will tweet.I need the tool to blacklist the users it tweets once the action is complete. I need the tool to handle 150 accounts and need the accounts to work via proxy. The tool MUST NOT not use the twitter API. Please contact if you have something like this or can create this.
