I have tweeted 3 post mentioning some random accounts. Then i got warning and removed my post. Do you mean there is a way to bypass this?

It's very unlikely that there is a bypass. Twitter has been buttfcked with spam, hard to find bypasses, especially with mentions.

There is, been following some acc doing 2 @ per post, up to 40/day for a week, still not banned yet.. i don't know if its method or tool related
 
A lot of suggestions going one way or the other. Personally, I'd have a custom tool like that coded instead of getting one commercially available. Make sure to have good proxies to go with it besides.

Do you have any misunderstanding about it? This situation did not occur when I used it. The account was banned depending on how you operated the account. Also, it is best not to use a newly created account, as this type is most likely to be blockedsuspended.
