You might want to mentions users in comments, in quotes tags (this is actually the best ROI-tags currently, as the whole tweet is being seen by the targeted users), and why not, soft-comments too.

This will allow you to reach out to a lot more users, as many don't allow to receive a DM on Twitter, so you gotta find alternative ways for these ones
