I've had an interesting idea and wanted to know if it was anyway possible to create an app that could find and follow users on Twitter/Facebook using a large email list from your computer. It would be able to find all of the accounts that were accociated with each individual email. Would that be something you could only do if you worked for those company or what? What do you guys think?

According to the API you can find users based on email https://dev.twitter.com/rest/reference/get/users/lookup
I think FB has something similar with their API. I did a quick search and found this but not sure if that's what you're looking for. https://developers.facebook.com/docs/graph-api/reference/v2.2/user
