I think the same content more than once to a single account rule is interesting because huge brands/news sites post the same content over and over again (politico, NY Times, Barstool Sports) etc we'll have to see if they enforce this on that level or just crush small accounts.
I work for a mid-tier News/Blog site and we've talked about the new rules internally but are still going to go forward regularly until Twitter stops us. Also worth noting that Twitter is about 1/3rd of our traffic and not being able to recycle content on one account would kill us and several other legit pubs/ news sites.
It's clear that Twitter had a problem w/ spam but it seems like they're over-correcting and may actually kill themselves in the long run.

Posting the same content more than once to a single Twitter account is not allowed
If you are like many major brands, and recycle the same tweet more than once on a single Twitter account - you’re now in danger of suspension or termination from Twitter.
