It seems like you are a bit all over the place here with a sphaghetti at the wall approach. You are measuring your success by key metrics which most people often use. However, these are not particularly helpful metrics in your scenarios because of low/limited overall traffic volume and activity.
Some advice to increase earnings:
1. Find some metrics that revolve around engagement rates on twitter because if you can increase those significantly either with more engaging tweets or with manipulation strategies - then you can get more scale than those who are currently only using FL to increase followers. This remains one thing many people miss about twitter. It's not just the volume of accounts/followers that makes you successful. It's how you use those accounts, and how you distinguish yourself from the hundreds of other marketers using the same spammy approach.
2. Definitely get more accounts, but set some preliminary goals for activity with your existing accounts. Sit down, and actively think about which actions your twitter followers take that lead you to making more money. Of course the conversions get you paid ... but what get's people to click your links, what gets them to retweet you, etc... If you build your key metrics out a little bit you can start to determine which activities give you the best overall revenue increases. Then when you implement these practices on the new accounts you are building up ... you can start to experience some leverage opportunities from your efforts.
Do not settle for your current ROI, which is relatively low despite that I wouldn't calculate it based on investment, but rather on time invested. You're working hard everyday, but your revenue isn't growing appropriately yet. If you scale your current efforts you need to do 25-50x as much work as you are currently to achieve your goals. Get your existing setup to $10-20/day consistently, and then scale that.
Do not get stuck thinking the best way to measure your success here is dollars to followers. It's definitely NOT a key metric for your model. I know plenty of guys who make much more money with less accounts and less followers because they know and appreciate the value of a truly active and engaged follower as opposed to what FL largely provides. Stay motivated and committed to your goals, and you should achieve them.
