Twitter invisible reply

With some new accounts when I reply to a tweet from USERA with a profile USERB the reply is visible on the USERB page but not on the USERA page. With some old accounts I have the reply is available on both pages.
Did someone notice that also ? any explanation?

Are the new accounts email or phone verified??
Twitter does that some times with new accounts

Thanks for answer, they are email verified. Any idea how many time the new accounts can have this limitation or how to remove it?

These accounts have now 11 days, 100-200 followers and 10-20 RT, I will write here when this reply limitation is removed.
Any feedback with similar experience is welcome.
