[Twitter Following Unfollowing advice

I just made a fresh twitter and wanted a little bit of advice..

-What limits should I go by since it's a new account (following|unfollowing) per day.
-When will my account be old enough to raise these limits a bit.
-Are there any good programs to autopilot following and unfollowing.
