Fan page on Facebook has ~35K and growing rapidly. The Twitter isn't, whats next? This is ALL white hat. What should the ratio be, should I defollow people for any reason?

what ratio?

you should unfollow people from time to time who don't follow you back, you don't need them, they're don't interested in your tweets/they're not active enough/already inactive accounts, they're only reserving valuable slots and they most likely will never become your followers

you can check who don't follow you back using this tool:
Code:
http://friendorfollow.com/
or this tool, you can also check who's inactive with it and do mass unfolllowing:
Code:
http://manageflitter.com/
so if you have people who don't follow you back, which i guess so, then you should slowly start unfollowing them, you can use the free version of tweetattacks for this task or the tool above as well, but be careful with mass unfollowing

you should do this in every 3-4 days

I know one of the criteria for "not following" or un-following someone is if they have not followed you back within 24-48 hours.

There are other criteria like:
- no icon
- no post within the last 2 or 3 weeks
- etc..
