No, you should never buy followers. They are just waste of money and nothing more than that!
I think you should focus on growing organically as buying these followers will instantly drop your engagement and you won’t be receiving those brand deal if the identifies.

You can either buy them, or use automation techniques to interact with other accounts / profiles / posts and a % of those will notice you, check our your account and if they like what they see will follow you back. Various ways to do that, but thats the basic way.
Free options would be webextension scripts which you can find on github to like / follow / post. Paid options would be automation bots, a few of which can found on BHW in the marketplace

Like rootjazz suggested, best to use automation, buying always drops after a while and increases the risk of getting banned.

Honestly, I suggest you don't buy followers... Try to grow in the most organic way possible I would suggest you pay for advertising instead to boost your account growth, it has helped me grow my own account.
Also, tweet about hot topics at the moment and use 1 to 2 hashtags max.
