I bought an account with 11.k followers. What would be an appropriate number of follows/unfollows per day?
try 1k/day
i increased before 4 days with a 12k flwNG/14k flwERS acc the follows from 500 to 1k
result : only 1 day ghosted
but the risks, ghosting and 3 days block are remaining

Better to try and do more with less, be smarter, do better targeting (filtering), do better searches etc

What are the safe follow/unfollow numbers and timings now?
I always caution against looking for limits. What is safe today, may not be next week, so if you push the limits, next week you may be trouble. Sure you can follow X in a day, but can you do that 7 days in a row, can you do that 30 days in a row? Perhaps you can, but I am sure it is all marked onto your account twitter side and used against you should these marks start to build up.
Sure a normal user may follow 1000 people in a day. But every day? no, certainly not 30 days in a row.
Also, just how safe is safe?
the 1k/day i do with the filter 700 mseconds twitter mass follow
( starts with =0.7ms -_- ends slower ~1,5ms -_- if you switch very fast to different accounts you can save time )
got this week 2 phonecall verifications requests for the same account
one between 2 follow sessions and one after 300 follows -_- after the verification +700
even in 2018 you can follow 1k/day
the difference to <2010
you need more than >15k following
i worked with 2 accounts in 2018 close and above to this 15k border
( both accounts: more followers ~2k than following )

XP 169 follows 2m41s 500-669 2m52s ( following /keysstroke/following )
i use a portable chrome, deleting the folder solves the slow speed
i never tried to delete the extension datebase from an installed chrome
if you remove/readd the extension, the settings are remaining and maybee too the big db
