I don't know what is the problem but when i follow people it seems that it works but later when i check the number of total following it is same as it was before.

For new accounts there's a limit around 2000 following

You could've reached your max daily following for the day or depending how many following/followers you have you could've hit the 2000 following limit like Jeremy96x said
