Looking for what's generally best is a good rule of thumb but really, you should consider getting what works best for you. Check the Marketplace section for good panels or bots for your purposes. Good luck.

the best twitter bot is the one you code yourself with their api and add features as you wish.
this way you can manipulate it the way you want it to work for you
 
If you need it for a one-time job, it's better to use some SMM service. If you need a bot for ongoing work with accounts, then it's definitely better to get a bot. But I think you will be able to determine for yourself which bot suits you best only testing several
 
The best bot would be the one who can have someone develop for you and even then you need the proper method with it. If you get the bot that is used by many too people it is likely going to get ban trigger on twitter platform.
 
You can check marketplace section to buy these services but while choosing them you need to be careful. Make sure that the provider you choose is reliable and has good quality services. If you buy real followers it'd be better but even for bots try to find the ones that have photos and posts.
