twitter blocking adding people

I been adding users for about 4 days easy add just 50 to 80 users a day manually finally hit the 2000 following limit last thursday I was at 995 followers today as I refresh i get 988 and then back to 995 has twitter soft blocked my account any one having the same issue?

have you ever heard of the 2000 following limit on twitter and what is it about exactly?! you have to unfollow people as well who don't follow you back within a certain amount of time...that's the way how you can bypass the 2000's limit
