twitter ban question

can twitter suspend the account of an artist or artists who's youtube video link is being spammed on twitter by various other accounts?

If they feel your deliberately causing it. I had a friend get his account suspended recently and he had to write an apology letter to Twitter requesting his account and it took him 1 week to get it back! Instead of their posted 24-48hrs.

Hmmm what if the artist who is having his links spammed @username is not mentioned in the tweets but does have a twitter account...
