Since you asked me in PM, I will try answer you here:
1. Driving a traffic from your Twitter account will be possible only in case if you have stable, real followers (not bots).
2. To gain those followers, you have to post some content to your twitter account. It can be text/images/videos. It is up to you will you create them by yourself or you will steal them from somebody. (Just keep in mind that some of content over the internet is copyrighted.)
3. Once you have some solid content and your's twitter account is up and running and NOT completely new, you can start looking for other users in twitter. If you are not in adult section - your best friend will be twitter tag search, look up for tags you twitter is about and follow people who are up to it.
That might be one of the reasons why you followback rate is low, for example if your twitter is about cats, and you are following people who are interested in electronic music. Same as highly suggesting you not following empty accounts, check so it will have at least 50 followers and some tweets as well.
The best way, for you is NOT to jump into 100+ accounts, but to play around with ONLY 1, and to try for couple of weeks some tactics and different sources and see what is working best for you.
