You can do an advanced Twitter search for users who listed their city or had location enabled on tweets within x km of any city or state. It's hit or miss.
You can also use Google to search for Twitter accounts that have a common arabic phrase. Then build an imacros to visit the link and follow them.

Lol I thought this was going to be a post about how to get rid of them as you have too many unwanted arab followers as this always used to be the case for me until I made more targeted accounts.

I use realactivefollowers [dot] com, in their targeted followers section they have an "Arab" option.
