I am looking for some like this, a software or plugin, maybe a php script.

• It can grab latest content from RSS and auto publish to twitter with username and password.
• It allow us config the time delay each of twitter.
• It can repeat the progress, grab, tweet, grab tweet after time ( time we configuration ).
• It can using with short url services.

Do you know any like that ?

If you want total control over every post, WP with omatic installed, publish to draft, update schedule- post to twitterfeed. you can also mash the feeds and post them to a cat, and grab that cat feed and throw into TF.
