Twitter account management panel similar to Jarvee?

I'm looking for a free software along the lines of Jarvee but for twitter. I know you can use jarvee for twitter but my account is maxed out and I'm looking for something I can just run from my local machine. I can't really afford to pay for another jarvee account. Does anybody know of something like this? I have proxies, email addresses, phone numbers etc. I just need a console I can put them all into and set up actions.

Nothing exists comparable to a pay bot that is free. I am not even aware of programming libraries you can use that will allow you to pipe together your own functions.
