Twitter account gets blocked from following.

Hello guys,
I have an account(2,3 years old)that i keep geting blocked from following.
I tried both my home IP and a proxy ,same results.I follow some people then it gets restricted from following.
I have another account where i can follow up to 1500 people daily with 0 problems.
The account with problems has about 650 folowers.
Would buying followers help me get a better ratio and allow me to overcome this limit?
