I know the TA account creator can solve captchas, but there is nothing said about what api's it uses or the cost of an internal service.

OP, you could try outsourcing your Twitter a/c creation at some freelance sites.
It uses the decaptcha service which is a 3rd-party service you have to pay for.
I think the cost of outsourcing several thousand Twitters a month will eventually outcost more than the price of proxies and software that will create e-mails and the Twitter accounts, so I'll probably just make the Twitter accounts on my own.
