1 IP per account. I manage over 30k accounts, and if you are looking for a massive chain ban then use DC proxies or use the same ip to manage each account.
Twitter bot algorithm is improving by the day and any IP chaining detected on non aged accounts will cause Suspensions, Captcha locks, and shadow bans.
Especially if the same IP is used to manage an account that was created during similar hours as the second account. (this will almost always guarantees a suspension)
