I noticed this just yesterday myself. I wasn't investigating it so far.
One question: have you ever posted those pictures on Twitter before or are they unique ones, which were never posted there before? Try a brand new pic and see what happens.
It can be a glitch too. Since the infamous DynDNS DDoS last month, there wasn't a day when wasn't some smaller or bigger issue either with the mobile app or on desktop.
Or maybe we discovered the newest restriction.
Images are unique, and even if i post manually they do not show up. What i saw is that only twitter cards show images and some accounts as well but I have no idea what is the reason that for some accounts they show but for the majority they do not show.

Another thing just occurred to me: are you in the adult niche by any chance? Sensitive (detected as sensitive by Twitter) pics are getting hidden in the search with no option to see the pics, you actually need to go to the timeline of the account which posted it, to actually be able to see the tweet.
Honestly i'm not quite sure, whether it's a new thing or it was always the case.
Yes I am in adult, but when I enter a search term adult related, sure most images are not showing but some of other accounts also adult related are showing, but I have to check if there is nudity. What I also realized that I can follow with new accounts up to 40 a day, if I stay under no issues at all, but if I cross the 40 line, I get sms verifications.
