No long story, straight to the point, here are the steps;
1- Set your page/site, don't forget some basics like h1 tags, relevant links and titles and keywords. The content should be unique. Also, add images on your page/site with the same name of the title. For example if title is "how to remove acne", add images with this (images should be on your server for maximum points);

2- After setting up your page/site let's begin to promote.
Make a blog at wordpress.com with relevant title of your page/site, for example remove-acne-scars.wordpress.com, add unique posts about your niche and linkback to your page/site. You can do this on blogger.com also.
Signup to hubpages, squidoo and wikihow. Add posts about your niche and linkback to your page/site.
Add articles about your niche to goarticles.com , articlesbase.com and ezinearticles.com. Linkback to your page/site.
Signup to docstoc, slideshare, scribd. Copy your articles and make document files, upload them to these sites. Don't forget to linkback to your page/site.
Download videos about your niche, change a little (can be done easily with movie maker), upload them to youtube, dailymotion and vimeo. In description, add your page/site link with description.
Signup to answers.yahoo.com, asnwers.com and answerbag.com. Ask questions about your niche. Now signup to them again with proxies. Answers them nicely, and add your page/site as source.
Now when you have done these, ping the urls with pingler.com
3- Submit the urls to social submits, such as jumptags.com hotklix.com humsurfer.com
4- Buy relevant and high PR backlinks cheap (like $5 for pr5 a month) from backlinks.com
5- Search your titles on google, select blogs at the top. Write good comments (not spammy) with your url.
6- Buy likes and google plus. You can find services in BHW.
