This is probably known to a lot of SAPE users, and probably not the newest thing on BHW, but for those who are stuck in the process, here is how I got mine approved and used it to fund my SAPE account. I know this doesn't apply to everyone, but at least some of you might find this useful.
I've been looking into SAPE a lot recently, and wanted to try it out myself on one of my blackhat sites. However, as some people may know, funding SAPE accounts can be a pain in the ass for those unlucky folks like me. I spent a few days trying to figure it out, and with a few of my friends help, found a way. Baseballfan1 was particularly helpful.

SAPE only allows you a few methods to fund your own account, and the two most popular options are Webmoney and Visa/MasterCard Credit Cards. Paypal does not transfer directly o Webmoney and would require a third party to do so. However, most people have credit cards, and that's how I did mine with.
The first time entering in your credit card, SAPE asks that you verify that you are the owner of the CC by sending a set amount of money (1 - 7 rubles) to your CC and asking you to enter that exact amount in their verification page. The problem for a lot of people is that their banks convert their currency to dollars (or wherever you live), and shows you that amount. You can try your luck and convert it back with today's exchange rates, but it does not always work. For some banks like mine, the amount is not even shown. My XXX bank in the United States showed the value at just $1.00, and after talking to support for a long time they told me that the value is shown as $1.00 because the payment was not yet authorized (in pending status - I don't think SAPE actually bills you that amount) and that the merchant requested the value to be shown at $1.00. Honestly, I'm not very sure what they said, but that's what I got out of it.
I talked to customer support at least 4 to 5 times, and so did Baseballfan1. The solution to this problem is to contact SAPE directly. I'm not sure where it is now, but there is a form I believe on the credit card support page where there is a message box for you to enter in your message. I told them where I lived, my bank name, and what the problem is. I then translated my message from English to Russian and copy and pasted it into the form as well. 24 hours later, I got a response, and my credit card was manually added. I believe SAPE support does speak English, but I am not 100% sure on that.

Funding Your Account
The second problem is funding your account. Some people get stuck here because their payments were blocked by their banks. As usual, my crappy bank blocked my payment too (for a good cause though - fraud protection). I noticed this problem when I realized that I am on a Russian site attempting to authorize a payment to my American credit card. I logged in to my online banking dashboard for my bank, and saw that my CC account was indeed put on hold because of fraud protection. I followed the link, and answered a few tricky verification questions (multiple choice with 1 correct answer and 4 trick ones :hitwithro) to unlock my CC account.
I contacted customer support again to tell them that I wanted to authorize all payments from SAPE.ru. I told her that my account was blocked for fraud protection, and that I had completed the verification and noted that the transactions were familiar and indeed made by me. I then asked if I can authorize all future payments for SAPE.ru -- or whatever the name of the vendor was that billed the previous verification transaction. She said okay and then asked me a few questions about the vendor such as name, date of which you will be making the purchase, and amount etc. I told her I would be authorizing XXX amount for this transaction, BUT may be back next week or even next month for more payments. She said she "added the notice" to my credit card account, and that I am now authorized to freely get billed from SAPE. Just as a precaution, I asked if this meant I could be freely billed by all Russian merchants in the future as well. Nadaa, she said this authorization/note is only for SAPE, and I will be 0% liable for future "fraudulent activities" from Russia.
I went through the payment page again and billed myself XXX amount. Without doubt, it worked and I now have XXX rubles to buy links with.

Two Notes:
1. A lot of merchants check your IP (location) against the country you created your credit card in. I created my American CC in the States, but I am in Asia right now. The first time I entered my CC for the CC verification process, my card was declined. It took me a few minutes to realize that I should be using my USA VPN instead. It worked.
2. I didn't do this, but I saw someone on the forum who did. I believe it was Crazyflx, but if you don't want to use your real CC on a Russian blackhat site, you can use other VCCs such as Entropay or create your own. I believe Entropay charges around 7% for each international transaction, so if I put $100 in I would only receive $93. I am not 100% sure on that, so for those who want to go the VCC way, make sure you do your homework.
