I need to change my ip like 500 times a day so i turn my router off and on... will i get a phone call from my provider saying wtf are you doing?!!?!

I had to do something similar before and have been blocked as well. This was not only because I changed my IP many times but also because I received spam related complaints. If it happens to you just play dumb and tell them you have a virus on your computer because it's really slow and showing a bunch of pop ups, etc... They will unblock you right away. In fact, I've been blocked numerous times and told them all the same thing. Now, I didn't have to change mine 500 times (more like 100 a day). You should get several warnings before actually having your account banned. They understand that viruses can infect their customers and certainly don't want to end their business relationship with you, so they should give you the benefit of the doubt.

Exactly! Any complaints to your ISP (spam especially) will be more of an issue than changing the IPs itself.

I don't think that matters. It's just a temporary lost signal from the ISP and I certainly don't think they care at all if your service isn't working/getting a signal. I've never receive a call from my cable or internet provider once the shit doesn't work. It's always me calling in and saying, "WTF...again," lol.
Got warnings from two providers - the first one finally capped the threads that I can run simultaneously and the second one told me stop whatever I was doing or they would cut me off

When you have a dynamic ip then the maximum allocated IPs are 255.
Since you won't be changing the IP entirely, only the last past. xxx.xxx.xxx.1-255
However don't forget that you won't have the full range or IP so it'll be less than 255. Your modem won't always allocate you with a new IP on other occasions, and lastly you will be allocated the same IP very often.
tl;dr: just rent proxies like everyone else.

Yeah it will work a couple of times but they'll see through it eventually and, just like hpv222 said, they'll be vague and just say "stop doing whatever you're doing."
